

Cliff Witham

Cliff was born in Santa Rosa, but grew up in both northern California
and Washington State. He began his Underground career in May of 1989.
Cliff started as a Parts Runner for the Equipment Division. After about
a year and a half, he decided to try something new, and went into business with his dad as
a car hauler. After a few months, he came back to Underground as a truck driver for one of
our ten-wheelers.
Since returning to UCCO, Cliff has operated Hiab crane trucks in the
cost plus yards, boomtrucks and articulated end dumps at Shell's Clean Fuels Project, and
hauled our equipment on our lowbed. At times, he has even operated dozers, cranes, loaders
and backhoes. But regardless of the task, it's always performed with enthusiasm and
efficiency.
Once again, Cliff wanted to expand his experience and was recently
promoted to a foreman, working alongside Allen Lee. Currently, they are teamed together on
a job in Sausalito, where they are placing a tunnel vault in difficult ground conditions.

Away from work, Cliff makes his home in Cordelia with his wife of 11
years Tammy, and 3-1/2 year old son Devin. He spends his leisure time camping in the
family travel trailer, at the race track as a crew member on a Dwarf Car racing team,
working on any current project car in his garage or relaxing at his new cabin in
Shingletown near Lassen National Park.

Meet Some Other Members of Quanta Services,

In an effort to bring you some insight into other companies
within the Quanta organization, we'd like to introduce Potelco, Inc. and Spalj
Construction Company.

Building on The Future
Potelco, a growing, full-service utility contracting firm, has been
serving clients for the past 38 years, in Washington, Oregon, Idaho and Montana. The
construction and maintenance services they provide include transmission and distribution
power lines construction, natural gas distribution, fiber optics, aerial and underground
telecommunications.
One of the most valuable assets is their ability to offer design cost
estimates, project management and material acquisitions, while controlling costs without
sacrificing quality.
Gary Tucci, president of Potelco and Quanta's Western Regional Vice
President, was one of the original four founders of Quanta Services, Inc. With an
organization of approximately 300 employees, Potelco produces revenue of approximately $35
million a year.

Since 1956, Spalj Construction Company has provided direct plowing,
directional boring, trenching, cable pulling, rock cutting, aerial, conduit installation
and splicing expertise to major telecommunications and power service companies. Although
the majority of their business has been in the Central United States, in an effort to
broaden their base, they are now registered to do business in all 50 states.
Spalj has made speed its business, but in a recent fiber-optic
installation, teamwork proved to be equally important to completing a project on schedule.
As the general contractor, Spalj coordinated five directional drilling subcontractors to
help install 62,000 ft. of conduit, including pulling in all of the fiber-optic cable, in
33 days.
A Deerwood, Minnesota based company, Spalj also oversees the operation
of Wilson Roadbores, Inc., which is based in Princeton, Missouri.
Underground Construction Co., Inc. looks forward to "building on
